Water Connection/Application for
This service is provided by all Corporations
Customers are required to
I. Fill out application forms which are obtainable at the Public Health Division of all Corporations and/or the Town and Country Planning Division, Ministry of Housing and Settlements.
II. Have a plan drawn by a qualified draughtsman or architect.
III. Submit three (3) completed copies of the drawings along with an application form from the Town and Country Planning Division.
IV. Applicants should check with the Corporation (Building Inspector’s Office) two (2) weeks after receiving an acknowledgement letter.
V. If there are corrections to be made to the plan, a Notice of Defect will be sent to the applicant.
VI. In cases where the area is served by a sewerage system, the applicant will be required to produce the isometric (plumbing drawings) approved by the Water and Sewerage Authority.
VII. The applicant/owner is required to produce identification when collecting plans.

Requirements for Completion Certificate
Building Under Construction/ Inspection of
This service is provided by all Corporations.
After the plans of the building have been approved, the owner is required to notify the Secretary of the Local Authority in writing of the date on which any work in connection with the building would commence.
The site will be inspected at various stages of construction, on the request of the builder.
This is to ensure conformity with the approval plans.
Building Standards/ Information on
All Corporation Offices provide information to the public on building standards in Trinidad and Tobago.
Process
I. The medical form must be taken to the applicant’s private doctor, for completion and signature.
II. The bank deposit voucher is used to make a deposit of $25.00 to the Corporation’s account.
III. The applicant fills out the application form.
IV. All three (3) documents are presented to the County Medical Officer of Health/Corporation’s Medical Officer.
V. If the applicant is medically fit, Schedule III is given for completion.
VI. The applicant must attend a relevant lecture at the nearest heath facility.
VII. The applicant completes, signs and submits Schedule III to the County Medical Officer of Health/Corporation’s Medical Officer and receives schedule IV signed by the Public Health Inspector.
VIII. The applicant receives a laminated food badge.
Property/Grant of Leases and Leasing
Applications must be made to the relevant Corporation.
Fountain Statues and Monuments/Erection of
Request must be made in writing to the relevant Corporation for the area that would be utilized.
Upon approval by the Council, technical assistance may be provided.
Health certificate (hotel, restaurants, etc.) Application for
The Courts issue a health certificate based on the recommendation of the Local Authority. Persons who seek a health certificate must obtain an application form from the County suitability of the premises.
If the inspection is satisfactory, a Letter of Recommendation is forwarded to the presiding Magistrate of the District Court.
Land Development Layouts/ Approval of
This service is provided by all Corporations
Developers must submit at least four (4) completed copies of the development plan along with application forms to Town and Country Planning Division
Applications for ten (10) lots must obtain approval from the following (advisory) agencies: -
I. Chief Designs Engineer, Ministry of Works and Transport
II. Chief Fire Officer
III. Water and Sewerage Authority
IV. Trinidad and Tobago Electricity Commission
Once requirements are met, approval is granted and a Notice of Approval is sent to the applicant.
Time-frame for delivery: 2 months
Fees vary
Interested persons are asked to call for information.
All Corporations conduct routine checks and patrols.
Services are provided during the hours of 7.00 a.m. – 6.00 p.m.
Powers of arrests are activated on offenders.
Legal action can be pursued through District Police Stations and Courts
Public Convenience (restrooms)

Peddlers, Hawkers/Licence to Operate
This service is for persons who drive around to sell or sell at the side of the road.
Peddlers and hawkers sell meat, fish, vegetables, haberdashery, etc.
Interested persons must call for process to acquire a licence and to get information on the fee.
Members of the public may complain to the relevant Corporation regarding public nuisances.
Markets and Abattoirs/Maintenance of
A written request is made to Local Government Representative, Chief Executive Officer of Chairman of the Corporation.
Work is conducted based on the work programme of the Corporation.
Market Stalls/Application for the Use of
Applicants must return the completed application form, available at the particular Corporation, to the Clerk at the Market.
The application is presented to the Council for approval.
Time frame for delivery: Approximately One (1) month

Permission to Bury the Dead/Applications for
Applications for permission to bury the dead must be made to the Chief Executive Officer or to the Keeper and the applicant must produce to the Chief Executive Officer or to the Keeper the certificate of the Registrar of the district, in which the deaths occurred, referred to in section 31 of the Births and Deaths Registration Act, to prove that the death has been registered or that the Registrar has been duly notified of such death, and the applicant must provide grave diggers and bear all costs of interment.
Recreational Facilities – Parks, Sporting Facilities/Provision and Maintenance of
Groups/individuals must apply in writing to

This service is provided by all Corporations
Groups/individuals must submit a written request to the Local Government Representative, Chief Executive Officer or Chairman of Corporation.
Work is executed based on availability of funds.
Rodent Insect Vector and Vermin Control/Assistance for
The Corporation provides a routine service.
In emergency situations, persons may visit the Health Section and lodge a complaint.
Self-help Projects within the Local Authority’s Jurisdiction/Assistance for
All Corporations are open to the public,
All Corporations give assistance to self-help community based projects.
No financial assistance is given but communities can access technical expertise, use of a tractor etc.
The organisation/individual that is seeking help of a Corporation must first get approval of the National Self-Help Commission at the Autorama Building, El Socorro Rd., San Juan – (868) 625-7150.
The request to the Commission must include a project plan, which identifies the nature and scope of the project, information regarding the arrangements for funding the project and the assistance sought from the Corporation
Septic Tanks and Privy Cesspits/Cleaning of
Customers are required to follow the following process:
I. Visit the Health Section of the Corporation and make request.
II. The Corporation provides the voucher to be taken to the bank for payment of fees
III. Return stamped voucher to Health Section

Solid Waste and Household refuse/Collection and Disposal of
All Corporations provides routine service three (3) times per week generally (for household refuse) and as the need arises (for solid waste)

Garbage /Collection and Disposal of
The Corporation provides service three (3) times per week: Monday, Wednesday and Fridays
This service is provided by the Corporation.
The installation is done by T&TEC based on the approval of the Corporation.
A written request must be submitted to the Corporation.
Stages, Recreation Grounds, Squares and Parks/Rental of
This service relates to the rental of recreation grounds, stages, squares and parks to host events.
A request must be made in writing to the Local Government Representative, Chief Executive Officer or Chairman of Corporation.
Cost/Fee: Call for Information.
Transport – Community Groups, Schools and Village Councils/Provision of
A verbal or written request is made.
The applicant/s must provide information such as name of club or person, address, telephone number (if available) and purpose for which transport is required
The request must be made at least two (2) weeks in advance, except in cases of emergency.
Based on the availability of vehicles, the Council grants approval.
This service relates to temporary Unemployment Relief and Skills Development and Enhancement Training through infrastructural, agricultural and environmental enhancement projects.
Persons must be unemployed, reside within the Municipal Boundaries and be identified as needy by the Recruitment/Training Bureau.
Interested persons are invited to apply to Local Government Representative, Chief Executive Officers or URP offices at the Corporations.
Village Councils, Schools etc./Technical Advice, Assistance
This service is provided by all Corporations,
A request for assistance should be submitted in writing to the Local Government Representative, Chief Executive Officer or Chairman of Corporation, outlining the nature of the advice/assistance required.
The Corporations provide advice for the construction of walls, fences etc and such assistance as cutting fields, playgrounds, repairs to schools etc.
Water Connection/Application for
Process
I. An application form for water connection can be collected from any office of the Water and Sewerage Authority.
II. The completed application form is submitted to the County Medical Officer of Health.
III. Based on the investigation of the Corporation’s Public Health Division, a recommendation is made.
IV. If the application is recommended, both the recommendation and approval are documented on the original application form.
V. The approved application must be taken to the Water and Sewerage Authority and the relative payment made.
VI. Costs are determined by WASA.
VII. WASA makes the water connection.
The service is provided by all Corporations.
Contracted service:
Water is delivered to all areas not served by a pipe borne supply and is based on an approved schedule.
In-house Service:
This facilitated by a verbal or written request to the Local Government Representative or the Public Health Inspector at the Corporations.
Water is delivered based on a priority listing, e.g. institutions such as schools and offices will be served first before households.
