LINES OF BUSINESS

The Corporation as a Local Government body assumes responsibility for the good rule of its area in addition to providing property and proper services, refuse collection, water supply, sewerage, drainage, roads, public health, libraries, toilets, parks, environmental health, street lighting.

The Council provides regulatory functions by the control and administration of laws governing building plans. environment health, subdivision, parking, noxious weeds, animals and advertising.

The Corporation also provides direct and indirect support, assistance for sporting, cultural and other community activities. The Councils and elected members have a duty to represent the interests of the burgesses and other stakeholders.


 

CORPORATE STRUCTURE

THE ORGANISATION

The Corporation is governed by an elected Council consisting of eight [8] Councillors and two [2] Alderman from which a Chairman is selected and a Chief Executive Officer [Administration].

Council is responsible for all aspects for Planning while Administration executes approved programme of works.

Administration is structured to carry out the Corporation’s facilities in accordance with Standing Committees; the staff comprises fifty-six [56] monthly paid officers and a cadre of two hundred and seventy-two [272] permanent and eighty-nine [89] casual daily rated employees.

THE OPERATIONAL STRATEGIES

The Corporation seeks to market Penal/Debe as a great place to live, work, conduct business and socialize and therefore the necessary infrastrutural social and community initiatives will need to be addressed. The operational strategies are therefore:

[1] Infrastructural Work: This will involve the

  • maintenance of roads and bridges

  • maintenance and upgrade of play parks

  • maintenance of markets and abattoirs

  • maintenance of cemeteries

[2] Beautification and Preservation of the:

  • Beaches

  • Picnic areas

  • Volcanoes

  • All Historic Sites

[3] Planning processes involving the:

  • Timely approval of building plans

  • Timely refusals of illegal structures and

  • Timely stop orders and other accompanying activities be done to prevent deterioration of the environment

[4] Community Participation:

     Celebration of Borough Week as well as participation in all national days and festivals

 


BOUNDARIES OF THE REGION OF PENAL/DEBE

The Region of Penal/Debe comprises the area which is bounded as follows:

NORTH
From the point at the junction of Corinth Road and Cipero Road, proceeding in a generally south-easterly direction along Cipero Road to a point at the junction with St. Croix Road.

EAST
From the last mentioned point proceeding in a generally southerly direction along St. Croix Road to Kanhai Road; thence southwards along Kanhai Road to Rochard Douglas Road; thence westwards along Rochard Douglas Road to the north-eastern boundary of the Ward of Siparia; thence south-wards along the eastern boundary of the Ward of Siparia; to the point at its south-eastern boundary on the sea coast at Negra Point.

SOUTH
From the last mentioned point proceeding in a generally westerly direction along the the said sea coast to the point where Penal-Quinam Road meets it.

WEST
From the last mentioned point proceeding in a generally northerly direction along Penal-Quinam Road to Coora Road, thence northwards along Coora Road to the point where it crosses the East bank of the Coora River; thence in a generally north-easterly direction along Coora River to its confluence with Blackwater Channel; thence in a generally north-westerly direction along Blackwater Channel to a point where an imaginary straight line drawn south westwards from the south-eastern boundary lands of G. Parbhoo and others (4a.-3r.-32p.) meets it; thence proceeding north-eastwards along the said imaginary straight line to the south-eastern boundary of lands of G. Parbhoo and others (4a.-3r.-32p.) where it abuts the South bank of Godineau River (the Southern boundary of Naparima Ward); thence north-westwards along the South bank of the said river to the point at its mouth on the sea coast; thence in a generally north-easterly direction along the said sea coast to the mouth of the Oropouche River; thence southwards along the Oropouche River to the point where it is crossed by the South Trunk Road to San Fernando Bye-Pass, thence northwards along the said Bye-Pass, to the point where it crosses the North bank of Cipero River; thence in a generally easterly direction along the North Bank of the Cipero River to the point where it meets the prolongation of Corinth Road, thence northwards along the said prolongation of Corinth Road to its junction with Cipero Road; and Corinth Road at the point of commencement.
